Call for Applications: Looking for Artistic and Creative Responses to Governments’ Disinformation Campaigns

Many governments in our region are engaging in disinformation campaigns to twist truths, conceal wrongdoings, and punish whistleblowers. We try to fight disinformation, but our platforms are often limited by laws that prevent citizens and human rights defenders from speaking truth to power. Are there more innovative and creative ways to respond to this challenge?

Innovation for Change – East Asia is presently undertaking a research and publication project on disinformation initiatives by governments, titled “𝗛𝗶𝗷𝗮𝗰𝗸𝗶𝗻𝗴 𝗮𝗻𝗱 𝗪𝗲𝗮𝗽𝗼𝗻𝗶𝘇𝗶𝗻𝗴 𝘁𝗵𝗲 𝗡𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲: 𝗗𝗶𝘀𝗶𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗔𝗺𝗶𝗱 𝗥𝗶𝘀𝗶𝗻𝗴 𝗥𝗲𝗽𝗿𝗲𝘀𝘀𝗶𝗼𝗻 𝗶𝗻 𝗘𝗮𝘀𝘁 𝗔𝘀𝗶𝗮”.

You are invited to respond to one of the reports provided by us, which cover the disinformation campaigns in the following countries or territories: 𝗛𝗼𝗻𝗴 𝗞𝗼𝗻𝗴, 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀, 𝗠𝗶𝗻𝗱𝗮𝗻𝗮𝗼, 𝗖𝗮𝗺𝗯𝗼𝗱𝗶𝗮, 𝗜𝗻𝗱𝗼𝗻𝗲𝘀𝗶𝗮, 𝗮𝗻𝗱 𝗪𝗲𝘀𝘁 𝗣𝗮𝗽𝘂𝗮.

You may respond to the disinformation research through visual art, music, film, performance, or any form of creative arts.

Each selected project will be awarded 𝗨𝗦𝗗𝟭,𝟰𝟬𝟬 to bring it to fruition. There will be an online Arts Vs Disinformation Festival in the fourth quarter of 2020 to feature all the artworks, performances, and presentations.

You can join as individuals, organizations, or collectives; you may collaborate with individuals, organizations, or collectives from other countries in East Asia (China, Taiwan, Hong Kong, South Korea, Japan, and the countries of Southeast Asia, plus Timor-Leste, and West Papua).

Upon receiving your initial expression of interest, we will provide a summary of the research papers and thematic overviews. Once you indicate your preferred country, region, or theme, we will furnish you with the actual report and the application form.

In the form, you can then indicate which country specific report or regional thematic issue you would like to respond to, what is the nature of your proposal, who are your collaborators, a reference to previous work, etc.

1. To empower artistic and creative responses towards governments’ disinformation campaigns and contribute to the creation of spaces for diverse peoples’ responses.

2. To enable collaboration between research, activism, and the arts to strengthen civic spaces.

3. To contribute to public knowledge and understanding of disinformation, especially how governments are using it to undermine civic space and democracy in East Asia.
