eastasia.innovationforchange.net is a site operated by Innovation for Change – East Asia (“We”). We are one of seven Innovation for Change (I4C) regional hubs contributing to the defense, expansion, and creation of civic spaces and actions. We are currently hosted by FORUM-ASIA in its Bangkok, Thailand office and by Asia Democracy Network in its Seoul, South Korea office, and our work covers 16 countries and territories in Northeast and Southeast Asia – China, Hong Kong, Japan, South Korea, Taiwan, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste, and Vietnam. All materials on our site are under a Creative Commons Attribution-NonCommercial 4.0 International (CC-BY-NC 4.0).
Individuals, groups, and organizations who wish to reproduce, adapt, remix, or build upon articles, reports, photos, or artworks may do so for non-profit purposes without the need to ask for consent from Innovation for Change – East Asia. If you print, copy, or download any part of our site in breach of these terms of use, your right to use our site will cease immediately and you must, at our option, return or destroy any copies of the materials you have made.
5. Our site changes regularly
We aim to update our site regularly, and may change the content at any time. If the need arises, we may suspend access to our site, or close it indefinitely. Any of the materials on our site may be out of date at any given time, and we are under no obligation to update such material.
6. Our liability
The material displayed on our site is provided without any guarantees, conditions, or warranties as to its accuracy. To the extent permitted by law, we and third parties connected to us, hereby expressly exclude:
- All conditions, warranties, and other terms which might otherwise be implied by statute, common law, or the law of equity.

7. Code of Conduct
The Innovation for Change – East Asia community – including members of civil society organizations, peoples’ organizations, partners and networks, consultants, East Asia Governance Circle Members, East Asia Stewards to the Global Governance Circle, and I4C-EA Hub staff – shall be guided by the Universal Declaration of Human Rights, as well as respect our I4C-EA Hub’s vision, mission, and values. Innovation for Change – East Asia is an inclusive and positive community. Everyone regardless of age, ability, gender, gender identity, gender expression, ethnicity, race, physical appearance, religion, sex, sexual orientation, sex characteristics, and other status are welcomed by the community. To ensure that our community remains a respectful and open space for exchange, all members must agree to abide by this Code of Conduct.
- 7.1 HELPING BEHAVIOR
- Helping behavior are voluntary actions with the intention of benefiting others regardless of reward. Actions such as sharing, comforting, rescuing, and helping are highly encouraged within the I4C-EA community and its activities, events, and spaces.
- Respect
- Mutual respect from all community members, in all engagements and interaction, both online and in-person, shall be the norm.
- The human rights and dignity of all community members present and/or participating in all hub activities, meetings, and events shall be respected, protected, and promoted.
- Safety
- Innovation for Change – East Asia respects ,values, and maintains the safety and holistic security of the community.
- Materials — notes, documents, photos, videos, etc. — deemed confidential are not to be shared without permission under any circumstances.
- The community is encouraged to do personal risk assessment and to proactively reach out to the hub on personal risks they face in taking part in hub engagements in order for the hub to provide necessary support.
- Acceptable Behavior
- Showing kindness, courtesy, and constructive behavior;
- Exhibiting openness to learning and listening to diverse opinions, thoughts, and beliefs;
- Respecting diversity in culture, language, accents, and ability;
- Respecting everyone’s right to freedom of expression;
- Communicating clearly and simply to facilitate understanding, cognizant of cultural and language differences;
- Transparency
- While engaged with I4C-EA, all partners and networks, consultants, and hub staff members shall perform their duties in a manner that is ethical and avoids all conflict of interest. A conflict of interest arises when one’s personal activities and relationships interfere or appear to interfere with one’s ability to act in the best interests of I4C-EA. A conflict of interest also arises when one’s kin or their significant others gain from financial transactions with the organization, or gain access to opportunities and resources offered by the organization by sheer virtue of their relationship. A conflict of duty may also arise when a community member finds their loyalty split as a result of an I4C-EA decision, policy, or action.
- Examples include:
- Having a personal or financial relationship w/ consultants, partners, and networks;
- Working with or engaging the services of a family member;
- Being in a romantic relationship w/ a superior or subordinate;
- Serving in a remunerated capacity as an employee, officer, or director of another organization while employed by I4C-EA
- Disclosure of information on public and private associations or engagements relevant and related to the work of I4C-EA is encouraged so as to avoid confusion and/or conflict/s of interest.
- Any I4C-EA member who has a private or professional interest or duty in any organizational matter shall disclose the nature of their interest or duty. In such instances, one is expected to remove oneself from deliberations and decision making where their presence may unduly influence any decisions arrived at.
- All I4C-EA Hub staff shall not engage in any additional occupation or employment, either remunerated or not, without the express written consent or approval of the Programme Director, as appropriate. The Programme Director may authorize a staff member to engage in an additional occupation or employment, based on, but not limited to, the following conditions: a) The additional occupation or employment does not conflict with the staff member’s official functions or their status within I4C-EA; b) The additional occupation or employment does not affect the ability of the staff member to fully perform their duties and functions in I4C-EA; c) The additional occupation or employment responsibilities do not contradict the interests of I4C-EA; d) Local law – or the country in which the occupation or employment occurs – permits additional occupation or employment (From FORUM-Asia).
- Decisions concerning the overall management, direction, and operations of the hub should be made transparently with input taken from all affected stakeholders. All who engage with I4C-EA shall be accountable for their actions, make ethical decisions, and be honest in all your interactions.
- Communications
- Open expression within a climate of sensitivity and mutual respect is encouraged. Inclusive communications and sharing of opportunities are highly encouraged, and are organizational norms. Respect for confidentiality of communications is expected, including in the use of common platforms such as email, social media, and other means of messaging. Efforts are to be exerted to convince colleagues of the value of secure communications platforms to protect the community

- 7.2 HARMING BEHAVIOR
- Harming behavior, on the other hand, are voluntary actions with the intention of causing others damage or harm and are highly discouraged and considered unacceptable within the I4C-EA community and its spaces
- Non-Disclosure
- Directly or indirectly revealing, reporting, publishing, disclosing, transferring, or any way using people’s private and confidential details and/or materials and information shared during meetings, training, conferences, activities, etc. outside of the information they have made public, including name, location, and affiliation without their expressed authorization and permission
- Violence
- Making threats of violence or promoting violence either directly or indirectly against others on the basis of race, ethnicity, national origin, sexual orientation, gender, gender identity, religious affiliation, age, disability, or disease, etc. whether physically, verbally, emotionally, or any other way (including, but not limited to hitting, poking, or any and every other mean/s of unwanted physical contact or assault, stalking or intimidating)
- Harassment
- Inciting or engaging in the targeted abuse or harassment of others
- Harassment can include, but is not limited to, offensive verbal comments related to gender, gender identity and gender expression, age, sexual orientation, disability, physical appearance, body size, race, ethnicity, religion, technology choices, sexual images in public spaces, deliberate intimidation, stalking, following, harassing photography or recording, sustained disruption of talks or other events, inappropriate physical contact, and unwelcome sexual attention
- Actions, whether verbal or physical, that contribute to an environment that is hostile to or lacking respect for others and their dignity
- Actions that are insulting, intimidating, demeaning, annoying, embarrassing or otherwise offensive in nature
- Inappropriate or unwelcome focus or comments and remarks about a community member’s physical characteristics or appearance
- Any other action or statement that affects an individual’s or a group’s dignity or psychological and/or physical integrity
- Unwelcome sexual advances, requests for sexual favors, verbal or physical conduct of a sexual nature including, but not limited to, sexual jokes, graphic spoken commentary about a person’s body, derogatory or degrading remarks, leering, whistling, unwanted physical contact or assault, inquiries or comments about an individual’s sex life.
